+This document and related files are intended to serve as a universal method for
+announcing new software releases.
+

+# LICENSE #

+# PURPOSE #
+Universal Release Specification (hereafter "URS" or "relspec") serves as a
+proposed model and implementation for software authors to publish notifications
+of new versioned releases of software.
+
+
+# JUSTIFICATION #
+Many software authors ("upstream") rely on packagers "downstream" - that is, in
+various community-driven methods of distribution (GNU/Linux distributions'
+repository packagers, BSD's packagers, FreeBSD's Ports maintainers, etc.) and it
+is beneficial to these downstream maintainers to be alerted when new versions of
+software is released.
+
+However, not all upstream sources provide the same mechanism for checking this
+(spread across mailing lists, front page news, blog posts, etc.) - and sometimes
+are not even provided at all, placing a burden on these maintainers to either
+check themselves or rely on users reporting the new software version.
+
+The specification is based on the widely-supported RSS 2.0 specification,
+which allows both parsing via a programmatic interface (such as Python and LXML)
+but also to be parsed by human eyes (via any RSS reader client software, or
+"aggregator").
+
+
+# APPLICATION #
+Using URS, an upstream source can announce an updated release of their software
+using their normal distribution channels (via versioned source control, HTTP(S),
+even FTP). The design is intended to be modular and easily implemented. Simply
+generate the feed as according to spec and update the feed (or re-generate) when
+a new release is pushed.
+
+Splitting of the upstream project into separate channels is at the discretion of
+the upstream, but separate projects should be placed in different feeds.
+
+
+# IMPLEMENTATION RECOMMENDATIONS #
+The author recommends the following to provide the most efficient and optimal
+implementation.
+
+* Prominently display where your URS feed can be found
+This should be easy for package maintainers to find.
+
+* Use a fixed location
+The usefulness of URS is degraded if the URI changes - it is intended to be
+accessible at a static URI which will provide metadata about the new release
+(which itself *may* be at a dynamic/unpredictable URI).
+
+* Use standard URI format
+URIs for the <link>, <url>, and <enclosure url=""> components should follow the
+format as specified in RFC 3986 and RFC 7320. This will ensure proper parsing
+and interoperability across client software. For example:
+ ftp://sub.domain.tld/pub/softwarename/softwarename-1.2.3.tar.gz
+ http://sub.domain.tld/releases/softwarename-1.2.3.tar.gz
+ git://sub.domain.tld/softwarename.git
+etc.
+
+* Shared repository providers
+Rpository hosting (such as BitBucket, GitHub, etc.) should provide a feed
+specific to each user (or, preferrably, each repository). Under no circumstance
+should a shared feed be used for all users. It is recommended that these feeds
+are generated based on the version control mechanism's branching/tagging feature
+(if present), otherwise a mechanism should be provided to allow users to easily
+update their own feed for new releases.
+
+* Prune channels more than 30 items
+Depending on how many releases you track in a feed's channel, one can increase
+responsiveness of their feed by ensuring a maximum number of items (and thus
+decreasing the amount of data the client(s) need to fetch to check for new
+releases, and decrease the overall bandwidth consumption of the upstream if by
